*Fixed, tuned, and improved segmentation, adding a segment for time since direction change.
*Removed bin smoothing for now, as it caused a decrease in performance.

0.6.3ST gained about 20 points in the rankings over 0.6.2, partly due to the segmentation and potentially also partly due to the return to a standard incrementing of bins when the robot is hit, as opposed to the extremely odd system I was using before. Segmentation was pretty much broken in 0.6.3, but hopefully 0.6.4 will do better (I've changed things quite a bit, since I've had lots of time to sit around and test while without internet on vacation) - testing against Shadow, it's been getting much better scores. -- Greywhind
